Conceptually, this technology 'encapsulates' data, making it very secure, unbreakable.
Ideal for crypto-currency ownership, such as BitCoin.
But when you need visibility for verification of both voters and vote count, no one has come up with answers yet.

Using 'tried ad tested' ID protections (passwords, fingerprint, facial, etc. ID) at input, and 'personal encryption' (only the owner / inputter of the data can de-crypt) in secure databases which prevent duplicate entries, is a possibility.
Key verification fields such as Postal Codes can be left unencrypted, so that checks on overall voters counts can be made, esp. if done by non-Political Electoral Commissioners as under DD.
Just starting to learn about this technology. Conceptually, all your data (including all your various passwords) is held 'by you, for you' in very secure environments, either BlockChain or Encrypted DBs.
There is no need for any agency or institution to hold your data for you (and, of course, use it for various purposes).

EDB's are simpler and easier to use where certain data can be left in clear text for verification purposes.
In the above example, Credit Card numbers (ccnumber) are encrypted (usual form of storage used in www).
EDB's are very mature, well-tested and very quick to set up for a variety of secure voting systems, from communities to many millions.
Instead of having your data collected and stored by all and sundry, you can keep it all securely under your control.
Either by Block-Chain, Encrypted DB's or distributed devices like this
